摘　　要：军民融合发展已经上升为中国的国家战略,军民融合产业集群发展是实现军民融合战略的必然之路,地方政府的集群政策在军民融合产业发展中起到了重要作用。环境和资源是工业发展的重要条件,合理利用并盘活现有资源和环境容量是地方经济高质量发展的目的之一。为有效评价基于环境保护理念的军民融合产业集群政策的绩效,以夹江核技术应用产业为研究对象,利用层次分析法确定绩效评价中群内企业、集群产业和区域经济三方面指标的权重,从而对军民融合产业集群的环境成本和效益进行估算和界定,提出一种基于AHP和CEA的评价模型,为地方政府制定有效的军民融合产业集群政策提供一种评判方法。The development of military-civilian integration has become China s national strategy.The development of military-civilian integration clusters is an inevitable way to realize the strategy of military-civilian integration.The cluster policy of local governments has played an important role in the development of military-civilian integration industries.The environment and resources are important conditions for industrial development.The rational use and activation of existing resources and environmental capacity is one of the goals of high-quality development of the local economy.In order to effectively evaluate the performance of the military-civilian integration industrial cluster policy based on the concept of environmental protection,the Jiajiang nuclear technology application industry is used as the research object,and the analytic hierarchy process is used to determine the weights of the three indicators in the performance evaluation of the cluster enterprise,cluster industry and regional economy Therefore,the environmental costs and benefits of military-civilian integration industrial clusters are estimated and defined,and an evaluation model based on AHP and CEA is proposed to provide a method for local governments to formulate effective military-civilian integration industrial cluster policies.
