不完全信息条件下政府与海洋产业博弈演化路径分析

摘　　要：海洋产业的发展是推动我国经济增长的强力引擎,如何平衡"有形的手"和"无形的手"的作用来发展海洋产业至关重要。通过建立不完全信息条件下政府与海洋产业经济主体之间的博弈模型,讨论分析政府对海洋产业发展的政策导向和海洋产业经营行为之间的博弈演化,得出海洋产业在政府选择政府主导的政策导向时合规经营,在政府选择市场主导的政策导向时违规经营的演化结果。研究结果表明,海洋产业的发展由政府主导更为有效,但通过采取有效措施可以提高市场对海洋产业发展的促进效应以实现最优的结果。The development of the marine industry is a powerful engine for promoting China’s economic growth.How to balance the role of government and market to develop the marine industry is crucial. By establishing a game model between the government and the economic subject of the marine industry under the condition of incomplete information, this paper discusses and analyzes the policy orientation of the government on the development of the marine industry and the game evolution between the management behavior of the marine industry. The evolution results of compliance operation when the government chooses government-led policy orientation and illegal operation when the government chooses market-led policy orientation are obtained. The study shows that the development of the marine industry is more effective by the government-led, but effective measures may improve the market’s promotion effect on the development of marine industries to achieve the best result.
