摘 要:在农村土地集体所有和家庭承包制基本不变的情况下,当代中国农村土地经营转向规模化。通过与传统租佃制的对比,家庭承包制的合伙经营性质、其规模化转型的原因和历史意义都得以明晰。农业过剩人口、土地产权制度与农业税费政策既是承包制运行的条件,也是合伙经营关系终结和规模化经营兴起的原因。江苏全省的问卷调查证实了过剩人口的转移、经营权独立和补贴二元化等促成规模化经营的具体机制。Rural land management in modern China has shifted to scaled-management with the collectire ownership of rural land and the household contract responsibility stystem basically unchanged.Compared with traditional land-renting system between landlord and peasant,the nature of partnership management of HRS,the rationale of land management transformation into a large-scale one,and historical implications of such transformation are all clarified.Agricultural overpopulation,land property right and agricultural tax and subsidy policy are the conditions of HRS,and the reasons for the end of partership land management as well as the rise of large-scale land managenent.Based on 2017 survey conducted in rural Jiangsu Province,the decrease of agricultural overpopulation,independent right of land management and dual structure of agricultural subsides get proved as concrete mechanisms supporting large-scale land management.
