区际合作共建园区的发展动力、困境及对策研究

摘　　要：新时期,区际合作共建园区肩负着引领区域协调发展的重大使命,可以有效整合合作双方的比较优势,形成共赢的区域协同效果。本文从区际合作共建园区的动因切入,系统解析了"政府"与"市场"在合作共建过程中的运作机制,从而研究并提出了园区的合作类型与发展困境,包括产业协作、区域协调、示范引领三方面。以广安川渝合作高滩园区的规划实践为例,从"战略框架、底线约束、产业门类、空间供给"四个方面提出了区际合作共建园区可持续发展的对策建议。In the new period,inter-regional cooperative parks which can effectively integrate the comparative advantages of both parties undertake the task to promote regional coordinated development.This paper studies the dynamic mechanism of inter-regional cooperative parks and proposes three types of inter-regional cooperative parks as well as current dilemmas by systematically analyzing the operation mechanism of"government"and"market"in the cooperation process.They are industrial cooperative parks which are mainly driven by market cooperation,regional coordinated parks which are mainly driven by local governments,and leading cooperative parks which are mainly driven by national strategic plans.Finally,suggestions for sustainable development of inter-regional cooperative parks are proposed from the perspective of strategic framework,bottom line constraints,industry categories and space supply by taking Gaotan Park as an example.
