摘　　要：随着中国改革开放程度日益加深,各领域均获得了更多的中外合作契机,这为弥补国内发展不足、赶超国际先进水平提供了优势资源。基于我国高等教育事业发展不均衡的客观现实,部分高等院校逐渐从"单一输入"向"平等对话"的需求转型,另一部分高等院校迫切需要引进外部合作优势、弥补自身不足,由此形成了中外高等教育合作发展模式的创新需求。文章立足"一带一路"背景下,展开中外高等教育合作发展模式的创新研究,提出建设性建议。With the deepening of China’s reform and opening up, various fields have gained more opportunities for Sinoforeign cooperation, which provides superior resources for making up for the lack of domestic development and catching up with the international advanced level. Based on the objective reality of the uneven development of China’s higher education, some colleges and universities have gradually transformed from "simple input" state into "equal dialogue" state. Other higher education institutions still need to introduce external cooperation advantages and make up for their own shortcomings. It has formed an innovative demand for the development model of higher education cooperation between China and foreign countries. Based on the background of "The Belt and Road", this paper starts the innovative research on the development model of higher education cooperation between China and foreign countries and puts forward constructive suggestions.
