摘 要:哈尔滨市主城区位于松花江南岸,哈尔滨市政府位于松花江北岸,城区防洪工程主要对各保护区内人口、耕地、重要设施、工业基地、能源供应、以及经济中心等方面起到至关重要的保护作用。文章依托已建成的松花江、嫩江干流治理工程和胖头泡、月亮泡蓄滞洪区工程,结合已有的前期治理成果,提出哈尔滨江段防洪安全的优化调度方案和工程治理技术。The main urban area of Harbin is located on the south bank of the Songhua river, and the government of Harbin is located on the north bank of theSonghua river, and the flood control project in urban area takes vital protective roles on the civilian population, plough, major facility, industrial base, energy supply and economics center within the protective area. Based on the Songhua river constructed, regulation project located on the main Nen river, and Pangtoupao and Yueliangpao flood detention areas,combined with the previous regulation achievement, the optimal operation plan and engineering treatment technology for the flood control safety in Harbin section are proposed in this paper.
