摘　　要：当前,中国社区治理研究的主导范式是根植于西方经验的国家与社会关系理论。在此视角下,党建对于社区治理的重要意义无法在理论层面充分展现出来。从更加契合中国实际的党、国家与社会关系理论来看,建立在居民住宅区域中的小区党支部,因其所具有的两重特性而成为调动居民参与的核心、整合多元力量的中心以及沟通政府与居民的桥梁,在社区治理中展现了独特的价值。小区党支部的成立与运行,对于破解社区治理的行政化困境、参与困境、下沉困境和整合困境发挥了重要作用。认真研究小区党支部的运作机理与治理效能,对于构建中国特色社区治理理论、打造党建引领的现代化社区治理体系具有重大意义。Nowadays,the dominant paradigm of community governance research in China is rooted in the of state-society relationship theory based on the Western experience.From this perspective,the importance of Party building of community governance could not be fully presented at the theoretical level.From the perspective of the relationship among the Party,the state and society which better fits Chinese reality,the party branch established in the residential area of the community has become the core of mobilizing residents'participation,the center of integrating multiple strength and the bridge between the government and residents for its dual nature,which have shown unique value in community governance.The establishment and operation of community-level party branches have played an important role in solving the administrative dilemma,participation dilemma,go deep in the reality dilemma and integration dilemma of community governance.It is of great significance of carefully studying the operation mechanism and governance effectiveness of the party branch in the community for the construction of a community governance theory with Chinese characteristics and a modern community governance system led by Party building.
