摘　　要：淮安市是中国历史文化名城,旅游产业是促进经济发展的重要力量。同时,淮安是历史文化名城,具有丰富的旅游资源,为旅游产业集群发展创造了良好的条件。因此,发展旅游产业集群是旅游发展的必要战略,对提升旅游市场竞争力有重要的意义。Huaian City is a famous historical and cultural city in China,and the tourism industry is an important force to promote economic development.At the same time,Huaian is a famous historical and cultural city with rich tourism resources,which has created good conditions for the development of the tourism industry cluster.Therefore,the development of tourism industry clusters is a necessary strategy for tourism development and has important significance for enhancing the competitiveness of the tourism market.
