摘　　要：本文以应用创新为驱动,在全面分析了统一社会信用代码应用现状及问题的基础上,对统一社会信用代码应用方式进行了重构和再设计,即以应用为导向,以实践验证为路径,研究建立了以统一社会信用代码专题数据库为核心的数据组织方式、以开放共享的系统架构为核心的数据服务模式、以应用数据标准化为核心服务"互联网+监管"的统一社会信用代码解决方案,形成了深化和拓展统一社会信用代码应用的创新方法,为统一社会信用代码在服务"互联网+监管"、推进社会信用体系建设和国家治理体系和治理能力现代化建设中发挥作用提供了方法和路径的建议。Driven by application innovation of the unified social credit identifier for legal entities and other organizations, the paper analyzes the current situation and problems of application of the unified social credit identifier, and redesigns the application mode of the unified social credit identifier. Taking an application-oriented and practice-validated method, the paper establishes a data organization method centered on theme database of the unified social credit identifier, a data service model centered on an open and shared system architecture, and provides a "Internet + supervision" unified social credit identifier solution with application data standardization as the core services. The paper forms an innovative method to expand the application of the unified social credit identifier, provides suggestions for methods and paths for the unified social credit identifier to play a role in serving of "Internet + supervision", advancing the construction of the social credit system and the modernization of national governance system and governance capacity.
