异质型环境规制背景下双向FDI对绿色经济效率的影响

摘　　要：中共十九大报告强调,要推进绿色发展,强化环境保护制度。在“一带一路”倡议推进大背景下,中国对外开放重点在于实现“走出去”与“引进来”的结合。鉴于此,以双向FDI和绿色发展的关系作为逻辑起点,探讨不同类型环境规制背景下双向FDI对中国省级绿色经济效率的影响机制。研究结果表明:不同环境规制强度下双向FDI对绿色经济效率的影响是非线性的。当环境规制强度较低时,由于“污染天堂”与“底线竞赛”等现象存在,双向FDI会降低中国地区绿色经济效率;当环境规制强度较高时,由于“污染光环”效应以及寻找新“污染天堂”的需要,双向FDI合力促进高技术、轻污染产业集聚的形成,从而通过结构优化途径促进中国绿色经济效率提升。因此,未来我们在全面深化对外开放的过程中,要重视引导双向FDI形成合理布局,特别是应该强化环境规制,因地制宜完善环境保护政策,激励双向FDI以减少污染损害,从而使得双向FDI从“数量”型向“质量”型转变。The communist party’s“Nineteenth National Congress”report emphasizes promoting green development and strengthening environmental protection system.In the context of the implementation of the“The Belt and Road”initiative,China’s opening up to the outside world is focused on achieving a combination of“going out”and“bringing in”.In view of this,this paper takes the relationship between bidirectional FDI and green development as the logical starting point,and analyzes the impact mechanism of bidirectional FDI on China’s provincial green economy efficiency under different environmental regulations.The results show that the influence of bidirectional FDI on the efficiency of green economy under different environmental regulations is a nonlinear mechanism.When the intensity of environmental regulation is low,bidirectional FDI will reduce the efficiency of green economy in China due to phenomena of“Pollution Heaven”and“race to the bottom”.When the environmental regulation intensity is high,due to the“Pollution Halo”effect and the search for a new“Pollution Heaven”,the bidirectional FDI force forms a high-tech and light-polluted industrial agglomeration,thus promoting the efficiency of China’s green economy through structural optimization.Therefore,in the process of comprehensively deepening the opening up to the outside world,importance should be attached to guide rational distribution of bidirectional FDI,in particular,environmental regulation should be strengthened,environmental protection policies should be formulated according to local conditions,and bidirectional FDI should be encouraged to reduce pollution damage,so as to make the development model of bidirectional FDI from the“quantity”type to the“quality”type.
