摘 要:中国共产党巡视制度与西方监察专员制度都属于监督制度的范畴,在监督主体、监督内容以及监督采取的方法与技术方面有很多相似的地方;但两者的类型不同,所属社会性质不同,遵循的原则也不相同.西方监察专员制度对于推进巡视制度建设科学化的重要反思有:监督权力的有效性来自授权的权威性,巡视制度建设必须坚持中国共产党领导;监督权力的实效性受制于权力的异质性,规避巡视与监督对象间的利益关系是做好巡视监督必须关注的重大课题;监督权力的长效性取决于权力的合法性,巡视制度建设的合法性终究是建立在人民群众信任与支持的基础之上的.Either the CPC inspection tour system or the Western ombudsman system falls into a sort of supervision as both share many similarities in the subject,content,methods and techniques,of supervision.However,there lie some differences in type,social nature and principles.A reflection of that Western system on promoting the scientific construction of the CPC system tells:1)the inspection power drives from the authority of authorization,and the construction should be carried out with adhering to the CPC leadership;2)the inspection power is subject to the heterogeneity of power,and an key topic deserving attention is to properly deal with the relationship between the subjects and objects,of inspection;3)the long-term effect of inspection power depends on the legitimacy of power,and the legitimacy of inspection tour system construction is ultimately based on the trust and support of the people.
