摘　　要：在绿色化工发展大趋势下,面对传统化工企业"小、散、差"的现状,亟待通过双创活动谋求新的突破。而产业聚集的双创活动可促使化工企业抱团、实现优势互补,以提升整个业态水平,但却面临人才、技术和资源的短板,ICT技术为此提供了多重支撑。为此,文章将着眼于ICT新技术-经济范式为化工企业创新创业提供的机遇,阐述其对于ICT大平台的紧迫需求,并以化工产业聚集发展为引领,利用ICT技术建构"双创"教育平台、数据共享服务平台,以此为化工企业创新创业的精准布局和发展提供多层次的支撑。in the development trend of green chemical industry,in the face of the status quo ofu small,scattered and poofof traditional chemical enterprises,it is urgent to seek new breakthroughs through double-creation activities.The double-innovation activities of industry clusters can promote chemical enterprises to form a group and realize complementary advantages,so as to improve the level of the whole industry.However,they are faced with the shortage of talents,technology and resources.ICT technology provides multiple supports for this.For this reason,this paper will focus on the opportunities provided by ICT new technology economic paradigm for innovation and entrepreneurship of chemical enterprises,elaborate its urgent needs for ICT platform,and build u double innovationeducation platform and data sharing service platform with ICT technology under the guidance of chemical industry cluster development,so as to provide multi-level support for the precise layout and development of innovation and entrepreneurship of chemical enterprises.
