村庄治理现代化进程中农民自组织公共参与逻辑与进路——基于3个典型案例的研究  

The Logic and Approach of Peasant Self-organization’s Public Participation in the Process of Modernization of Village Governance:A Study Based on Three Typical Cases

摘　　要：本文选取3个农民自组织作为研究案例,这3个农民自组织分属于治理现代化处于不同阶段的3个村庄,具体分析其农民自组织公共参与的现实逻辑。基于理论逻辑与现实逻辑的分析指出,农民自组织公共参与逻辑沿着组织及其成员经济利益最大化、村庄治理权力和治理地位的获取、组织公共精神培育及村庄公共价值实现的路径推进。村庄应基于农民自组织公共参与逻辑及进路,采取选择性激励方法,激励农民自组织公共参与,推进村庄治理现代化。The modernization of village governance takes on a stage characteristic in China.At present,the modernization of village governance can be subdivided into three stages:village control,transition to village good governance and village good governance.The logic of peasant self-organization’s public participationin villages at different stages of governance modernization varies.The logic of peasant self-organization’s public participation can be divided into two aspects:theoretical logic and realistic logic.Theoretical logic of peasant self-organization’s public participation can be derived by interpreting four theoretical logics:public participation theory,polycentric governance theory,administrative ecology theory and interest group theory.This paper selects three peasant self-organizations which are in the three villages at different stages of governance modernization,and analyzes the realistic logic of peasant self-organization’s public participation.Based on the analysis of theoretical logic and realistic logic,this paper points out the peasant self-organization’s public participation logic advances along the path of maximizing the economic interests of the organization and its members,the acquisition of village governance power and governance status,the cultivation of organizational public spirit and the realization of village public values.Based on the peasant self-organization’s public participation logic and approach,villages should adopt a selective incentive method to motivate peasant self-organization’s public participation and modernize village governance.
