摘　　要：针对船舶油污染事故调查中溢油鉴别机构的科学选定问题,分析国内溢油鉴别技术的现状和特点,梳理我国船舶溢油鉴别工作的特点,从资质、保密性、经验、时效性、沟通、保持和提升技术能力水平等6方面,提出我国溢油鉴别机构应满足的能力要求。Aiming at scientific selection of oil spill identification institutions in ship oil pollution accident investigation,current situation and characteristics of oil spill identification technology in China was analyzed,as well as the working characteristics of oil spill identification for ships pollution in China.Competence requirements that oil spill identification institutions in China should meet were given,which include qualification,confidentiality,experience,timeliness,communication,maintenance and improvement of technical capability.
