摘 要:针对海底输油管道溢油的潜在因素,识别溢油风险危险源和风险诱因,确定溢油评估体系中的各级指标,采用层次分析法和专家评估法对选定指标赋予权重,最终构建出海底管道溢油风险评估指标体系,并利用模糊综合评定法对所选案例进行溢油风险评估。评估结果适用性较好,可为海洋溢油风险评估提供依据。Aiming at the potential factors of oil spill for submarine pipeline,the risk sources and inducements of oil spill were identified,and various indicators in the evaluation system of oil spill were determine.The analytic hierarchy process and expert evaluation method were applied to select the weight of each indicator,so as to construct the submarine pipeline oil spill risk assessment index system.The risk of oil spill in selected cases was evaluated by fuzzy comprehensive evaluation method.The appraisal results have good applicability and can provide a basis for marine oil spill risk assessment.
