摘　　要：经济社会发展中生成的特殊社会区是一种有别于城乡社会的独特社会样态,从社会形态上突破了城乡二元社会结构,重构了基层社会治理的条件,并造成了当前特殊社会区治理的传统体制"失灵",要求基层社会治理的适应性调整与制度创新。融合型治理是新时代特殊社会区基层社会治理创新的目标模式,其主要内涵与特点包括:治理主体的多元共治、治理方式的差等协同、治理结果的利益共享、治理体制的多制兼容、治理形态的多样统一,实质是有别于传统城镇与乡村基层社会治理的第三类治理,促进了中国基层社会治理的结构性变迁。基层社会治理从二元结构到三元结构的变迁是一个自然历史过程,取决于经济社会的发展和结构转变;同时又是一个建构过程,需要有关部门采取针对性的行动策略。应当消除特殊社会区融合型治理创新的制度障碍,创新特殊社会区融合型治理的制度体系,建构新时代中国基层治理的"一体三类"格局。The special social areas generated in the economic and social development is a kind of unique social pattern which is different from the urban and rural society.It breaks through the dual social structure in social form,reconstructs the conditions of social governance at the grassroots level,and causes the"failure"of traditional system in special social areas governance at present,which requires the adaptive adjustment and institutional innovation of social governance at the grass-roots level.The integrative governance is the target mode of grass-roots social governance innovation in special social areas in the new era,the main connotation and characteristics are the multiple co-governance of governance subjects,the unequal synergy of governance methods,the benefit sharing of governance results,the multi-system compatibility of governance systems,and the unity of diversity of governance forms.The essence is the third kind of governance which is distinct from the traditional urban and rural social governance,facilitates the structural change of social governance at the grass-roots level in China.The change from dual structure to ternary structure of grass-roots social governance is a natural historical process,which depends on the development of economic society and structural change.At the same time,it is a construction process,which requires relevant departments to take targeted action strategies.To eliminate the institutional barriers of the integrative governance innovation in special social areas,Innovate the institutional system of the integrative governance in special social areas,and construct the"one body with three types"pattern of China’s grass-roots governance in the new era.
