摘　　要：环境规制政策的制定究竟是具有深远的长期影响,还是仅仅是短期效应?对此,本文基于中国工业33个细分行业2005—2018年的面板数据,实证研究了环境规制对工业绿色全要素生产率水平的长短期异质性影响效应。结果表明:环境规制对工业行业绿色全要素生产率同时具有长期和短期正向影响,且不同行业环境规制的影响效应存在差异性。从短期来讲,环境规制对绿色全要素生产率的正向影响存在时滞效应,即环境规制对绿色全要素生产率的正向冲击存在一定的传导过程;从长期来讲,环境规制对绿色全要素生产率的影响既受环境外部因素的影响,且因行业异质性也表现出不同的影响特征,但总体上环境规制对绿色全要素生产率具有正向影响效应。本文的研究从长短期视角验证了“波特假说”的成立。本文据此提出应分阶段、有步骤地合理制定环境规制水平,根据行业异质性特点和长短期影响特征,有针对性和策略性地制定环境规制政策的建议。Based on the panel data of 33 sub-sectors of China's industry from 2005 to 2018,this paper empirically studies the long-term and short-term heterogeneity effect of environmental regulation on the level of green total factor productivity in the industrial sector.The results show that environmental regulation has both long-term and short-term positive effects on green total factor productivity of industry,and the effects of environmental regulation on different industries are not the same.In the short term,there is a time lag effect in the positive impact of environmental regulation on green total factor productivity,that is,there is a certain conduction process in the positive impact of environmental regulation on green total factor productivity.In the long term,the impact of environmental regulation on green total factor productivity is not only affected by environmental external factors,but also shows different impact characteristics due to industry heterogeneity.However,overall environmental regulation has a positive impact on green total factor productivity.This research verifies the validity of Porter Hypothesis from both long-term and short-term perspectives,and puts forward a suggestion that the environmental regulation level should be reasonably formulated by stages and steps,and that the environmental regulation policies should be formulated in a targeted and strategic way in accordance with the characteristics of industry heterogeneity and long-term and short-term impact.
