电力零售市场信息披露框架研究

摘　　要：随着我国电力市场改革的不断深入,电力零售市场正在逐渐扩大。在电力零售市场发展初期,监管、运营以及交易机制不完善,影响电力用户利益,以及供电安全和市场稳定运行。售电公司信息披露,是零售市场开放和监管的必要条件之一,在此基础上用户比较和选择电力零售公司。文章从监管机构和售电公司两个层面出发,提出了电力零售市场信息披露框架,包括售电公司对外披露信息、售电公司提交监管部门信息、监管部门对外披露信息。研究结果可作为对售电公司信用评级的依据,有助于电力零售市场的平稳健康运行。With the reform of the electricity market, the electricity retail market grows rapidly. In the early stage of the retail market, the benefit of the customers, the power supply security, and the stable operation of the retail market are vulnerable to the incomplete regulation, operating, and trading mechanism. The information disclosure is one of the critical precondition of opening and supervisory of the retail market. Based on it, the consumers can compare and choose the retail companies. This paper studies the framework of information disclosure in the retail market from two levels, i.e. supervision agencies and electricity retail companies. The detailed information includes the information disclosed by the electricity retail companies, the information submitted to the supervision agencies by the retail companies, and the information disclosed by the supervision agencies. The research may be applied as the accordance to credit rating to the retail companies, and is helpful to the smooth and healthy operation of the electricity retail markets.
