《城镇污水处理厂污染物排放标准》“取样与监测”问题的思考与修订建议

摘　　要：指出了随着新环保法实施和环保督察的轮番开展,对企业排污行为监管趋于严格。阐述了《城镇污水处理厂污染物排放标准》(GB18918-2002)中取样与监测方法和《污水综合排放标准》(GB8978-1996)中“采样频率”等存在的问题,结合实际执法过程中出现的问题展开了讨论并分析,基于环境监测方面的部门规章、监测技术规范和多年实践提出了修订《标准》相关内容的建议,以期为我国今后环境标准制订、修订工作提供参考。In recent years,with the implementation of the new environmental protection law and environmental protection inspections in turn,the supervision of enterprises’emissions has become stricter.This article discusses the existing problems such as sampling and monitoring methods in the Pollutant Discharge Standards for Urban Sewage Treatment Plants(GB18918-2002)and the"Sampling Frequency"in Integrated Wastewater Discharge Standards(GB8978-1996).The arisenproblems are discussed and analyzed,and suggestions for revising the relevant content of the standard are put forward based on environmental monitoring department regulations,monitoring technical specifications,and years of practice,with a view to providing reference for China’s future environmental standard formulation and revision.
