新《民促法》背景下非营利性民办高校办学经费筹措的多元化——基于美国的经验

摘　　要：当前我国民办高等教育已进入新的发展时期,"内涵、质量、品牌"成为民办高校发展的主题词。然而,非营利性民办高校办学经费的"学币模式"依旧突出,一方面,选择非营利后将逐渐失去民间资本的青睐;另一方面,政府财政尚未形成稳定、持续的资助体系。在新的发展时期,非营利性民办高校办学经费的筹措显得异常迫切。通过对国际经验及相关实践的分析,从激发经费筹措的源动力、培养多元化和多主体的经费来源渠道、开拓和寻求公共财政资助等视角,提出破解经费困境的策略,以提升非营利性民办高校的办学能力。At present,China’s non-governmental higher education has entered the era of new development,and"connotation,quality,brand"have become the key development words.However,the"coin model"of the funding of non-profit non-governmental institutions of higher learning is still severe.On the one hand,the choice of non-profit will gradually lose the favor of private capital,while on the other hand,the government finance has not yet formed a stable and sustainable funding system.Therefore,in the new development period,the financing of non-profit non-governmental institutions of higher learning becomes extremely urgent.Through diversified perspectives,international experience and practical case analysis,and from the perspectives of stimulating the source of funding,cultivating diversified and multi-agent funding sources channels,opening up and seeking public financial support,this paper proposes strategies to break the funding dilemma to improve the ability to run non-profit nongovernmental institutions of higher learning.
