基于基尼系数和泰尔指数的重庆儿科医生资源配置公平性分析

摘　　要：目的:了解重庆儿科医生配置的现状及公平性,以期为改善与合理配置儿科资源提供参考。方法:收集2019年5月重庆38个区县儿科医生相关数据,利用基尼系数和洛伦兹曲线分析儿科医生配置公平性。结果:重庆每千名儿童儿科医生数为0.505人,主城区集中了大部分的高学历、高职称儿科医生,按儿童数和地理面积分布的儿科医生基尼系数为0.379、0.525。结论:重庆儿科医生存在总量不足、学位职称结构不合理、配置整体均衡性较差、各地区内部配置公平性差异明显等问题,建议加强儿科医生培养和队伍建设,进一步优化人力资源结构,科学设置配置标准,合理规划区域间配置,优化区域内儿科医生配置结构。Objective:To provide references for rational allocation of pediatrician resources by exploring the current situation and equity of pediatrician resources allocation in Chongqing.Methods:The current status of pediatricians in 38 districts and counties in Chongqing is described. The Gini coefficient and Lorenz curve are used to analyze the current status and equity of pediatrician resource allocation.Results:The number of pediatricians per 1 000 children in Chongqing is 0.505. Most of the high-educated high-ranking pediatricians are concentrated in the downtown. The Gini coefficient of pediatricians according to the children distribution and population distribution are 0.379 and 0.525.Conclusion:The total number of pediatricians in Chongqing is insufficient, the structure of the title is irrational, the overall balance of the allocation is poor, and the internal distribution of each area is significantly different. It is recommended to strengthen the training of pediatricians, further optimize the structure of pediatricians, and scientifically set the allocation standards, reasonably plan the inter-area configuration and optimize the rational pediatrician configuration structure.
