摘 要:以广东省现有的“岸基雷达网综合监控系统”为基础,构建一个服务于海上执法的智能平台。针对构建该智能平台所涉及的关键技术展开分析,包括全省近海20 nmile范围内5万以上海上目标数据10 s实时更新、雷达网数据清洗、船舶航行态势估计等。结果表明:(1)采用线性池和连接池技术,可实现全省近海5万海上目标数据10 s实时更新,确保目标数据实时动态入库;(2)建立针对不同目标的检测与数据清洗算法,可解决静态目标、目标断续ID不统一、虚假目标等数据的去除问题,确保实时输入数据的有效性;(3)依据雷达、船舶身份自动识别系统(Automatic Identification System,AIS)、天气和海浪等数据,可有效地构建基于概率图的船舶航行态势估算模型,实现对小型船舶航行危险、违规违法和导致危险等方面进行智能判断,辅助海上执法。Based on Guangdong Province's integrated shore-based radar monitoring system(ISBRMS),an intelligent platform is constructed to assist the regional maritime law enforcement.The key technologies involved in the development of the intelligent platform are discussed in this paper,which include the data cleaning technique for data from radar network,real-time update of marine targets and the intelligent data mining and analysis techniques for ship navigation status assessment.The results indicate that:(1)The introduction of the thread pool and the connection pool can enable the real-time update of more than 50,000 maritime targets within 25 nmile in the offshore areas of Guangdong in 10 s,which makes it possible to populate all the targets data into the database in real time;(2)The various algorithms for target detection and corresponding data cleaning ensure the data validity by eliminating the problems related to the static targets,replicated targets,the disunity of target identification and the false targets;(3)As an aid in maritime law enforcement,the intelligent judgement on the risks of small ships navigation,the illegal behaviors of the ships and the potential risks caused by the ships are achieved by a probability graph based ship navigation status assessment model(SNSAM),which is built using the radar data,ship automatic identification system(AIS)and the data about the weather and the sea waves.
