摘 要:美军2012年在现有试验鉴定体系基础上提出了“左移”倡议,推动了试验鉴定工作的发展。本文对“左移”倡议进行了分析研究,研究内容可为军队试验鉴定后续发展提供一定的借鉴意义。首先,介绍“左移”倡议提出的背景和定义,分析了其蕴含的实战化思想;其次,描述“左移”倡议发展情况和相关举措,说明其各项工作符合科学的发展规律;再次,总结“左移”倡议所取得的成效,进一步证明其适应了美军作战思想和武器装备发展;最后,在上述研究基础上,提出几点启示,有助于准确理解试验鉴定工作内涵、深入掌握试验鉴定工作规律。In 2012,the US military proposed the Shift-Left Initiative on the basis of the existing test and evaluation system,which promotes the development of test and evaluation.This paper analyzes the Initiative in order to provide some advices for the development of our test and evaluation.Firstly,we introduce the background and definition of the Shift-Left Initiative,and analyse its real combat thinking.Secondly,we describe its development situation and measures in order to demonstrate that it complies with the scientific law.Thirdly,we summarize its achievements and further prove that the Initiative adapts to the US military combat thoughts and weaponry development.Finally,we give some suggestions which contribute to understanding the connotation of test and evaluation as well as mastering the test and evaluation rules.
