湘西两大灌区续建配套与现代化改造建设方案探讨

摘　　要：酉水和武水两大灌区覆盖湘西土家族苗族自治州全境,是湘西州经济社会发展的重要支撑。按照“水利工程补短板、水利行业强监管”水利改革发展总基调要求,实施两大灌区续建配套与现代化改造意义重大。在国家即将开展大型灌区现代化建设之际,就如何打造具有南方特征、融入山区特点、突出民族特色的现代化灌区进行了探讨,以期为湘西州大型灌区续建配套与现代化改造建设提供初步方案。Located in the entire territory of Xiangxi Tujia and Miao Autonomous Prefecture,Youshui and Wushui irrigation districtsare backbones for local economic and social development.In accordance with the requirements of the keynote for water sector reform and developmentof"making up the shortfall of water works,strengthening supervision of the water sector",it is vital to continue counterpart facilityconstruction and modernization of the irrigation system.Taking the advantage of modernization drive in China,it is necessary to modernize irrigation district in line withlocal conditionsin southern part of China,with consideration to features of mountain areas and ethnic groups living the area,so that a preliminary plan can be made for completion and modernization of these large-scale irrigation districts.
