摘　　要：新冠肺炎疫情在我国的暴发以及在全球蔓延,叠加中美贸易摩擦对我国新增外资及存量外资产生了较大负面影响,尤其是对短期外资、服务业外资以及中西部地区外资冲击力度更大。为了更好地实现"稳存量、促增量",我国政府需要在短期内快速出台财税金融等支持措施,建立一对一服务机制,帮助外资企业尽早复工复产;中长期需要着眼于不断巩固并培育外资竞争综合优势,引导高质量外资进入。加快扩大市场准入及制度型开放,积极引导服务业外资进入;进一步巩固外资综合优势并培育外资竞争新优势,提高对制造业外资的吸引力;不断创新体制机制,保持核心开放平台外资稳定增长;面向高质量外资引进面临的痛点和堵点,有针对性地完善营商环境。The outbreak of COVID-19 in China and its spread all over the world, coupled with China-US trade friction,have a great negative impact on China’s new and stock FDI, especially for short term FDI, FDI in service sector and FDI in central and western China. In order to achieve the goal of "stabilizing the stock and promoting the increment", the Chinese government needs to introduce financial, tax and other support policies in the short term, and establish a one-to-one service mechanism to help foreign invested enterprises to resume normal production and operations as soon as possible. In the medium and long term, we need to focus on consolidating and cultivating the comprehensive competitive advantages of FDI and guiding high-quality foreign investment to enter. This paper puts forward policy suggestions from expanding of market access and institutional opening to guide FDI in service sector, consolidating the comprehensive advantages of FDI to improve the attractiveness of FDI in manufacturing,innovating the system and mechanism to maintain the stable growth of FDI in the core open plat-form,improving the business environment around the pain points and blocking points in high-quality foreign investment.
