新时代推进党内法规制度建设创新路径探析

摘　　要：党的十九届四中全会着眼中国特色社会主义制度和国家治理体系,以科学思维回答了“坚持和巩固什么、完善和发展什么”的时代课题,为探索新时代推进党内法规制度建设路径提供了新的方向。具体而言,首先,要立基守正,明确“坚持和巩固什么”,即坚持和巩固党内法规制度建设的正确方向、根本政治原则和功能定位,坚持和巩固在中国特色社会主义制度中起顶层决定性、全域覆盖性、全局指导性作用的重大制度。其次,要坚持导向,明确“完善和发展什么”,即以问题为导向,聚焦重点领域和关键环节,完善和发展各位阶、各领域、各层面、各类型、各环节的主要制度和具体制度。最后,要着眼创新,以党内法规制度“供给侧结构性改革”为抓手,为如何推进新时代党内法规制度建设提供创新路径。Focusing on the system of socialism with Chinese characteristics and China’s system,the Fourth Plenary Session of the 19th Central Committee of the CPC gave a scientific answer to the question of what to uphold and consolidate as well as what to improve and develop,and provided a new direction for exploring ways to promote the development of inner-Party laws and regulations in the new era.Firstly,we must figure out what to uphold and consolidate.Namely,we must uphold and consolidate the right direction for the construction of inner-Party laws and regulations,fundamental political principlesand the function orientation.And we must also uphold and consolidate the significant systems,which play the decisive,overall and guiding role in the system of socialism with Chinese characteristics.Secondly,we must make clear what to improve and develop.Namely,we must focus on important areas and key links with the problem-oriented approach,improve and develop major systems and specific systems of all levels,fields,aspects,types and links.Finally,we must take the“supply-side structural reform”of inner-Party laws and regulations system as a starting point,so as to provide an innovative way to promote the construction of inner-Party laws and regulations in the new era.
