摘 要:针对三峡工程承担的防洪任务,从长江流域与洞庭湖水系洪水特性,城陵矶附近地区防洪标准及防洪补偿调度方式,分析提出了三峡水库对城陵矶防洪补偿库容的释放条件。在发生流域型大洪水的年份,因需要三峡水库长时间拦蓄洪水,动用较多防洪库容,水库将长期处于较高水位运行状态。如洞庭湖水系不发生大洪水,三峡水库对城陵矶地区防洪补偿库容就可释放。除发生流域型大洪水的年份外,7月中旬后,洞庭湖水系一般不会发生大洪水,加上洞庭湖自身具有较大的调节洪水能力,防洪安全有保障,8月1日之后有条件逐步抬升三峡水库水位至155 m运行,可提高水资源综合利用效率,也可减轻三峡水库蓄水期间蓄水对湖区水位的影响,保障湖区供水安全。研究结果对三峡水库科学调度具有指导意义。In view of the flood control task undertaken by the Three Gorges Reservoir,this paper analyzes the reservoir capacity release conditions of Three Gorges Reservoir for Chenglingji-oriented flood control regulation from two aspects:①the flood characteristics of the Yangtze River Basin and Dongting Lake water system,②the flood control standard in the area near Chenglingji reach and flood control regulation mode of Three Gorges Reservoir oriented to Chenglingji.In the year of a basin-wide big flood occurrence,Three Gorges Reservoir will operate at a higher water level for a long-time to intercept the flood and use greater flood control capacity.If there is no big flood in Dongting lake water system,the reservoir capacity for Chenglingji-oriented flood control of Three Gorges Reservoir could be released.In the year of no basin-wide big flood,there is usually no big flood occurrence in Dongting lake water system after July 20 th,in addition,Dongting Lake itself has large flood regulating capacity and its flood control safe can be ensued,so the operation water level of TGP reservoir can be gradually raised to the level of 155 meters from August 1 st.The above suggested operation plan will enhance the integrated efficiency of water resources utilization,reduce the impact of Three Gorges Reservoir impoundment on the lake water level during water storage period,insure the security of water supplement in the lake area.The analysis results can guide scientific operation of the Three Gorges Reservoir.
