摘 要:在推进国家治理体系和治理能力现代化的进程中,文化管理体制改革也被置于理论发展和实践探索的视野之下。本文通过梳理2013年至2018年的文献,发现文化管理体制的理论意涵和目标定位已发生变化,其改革的行为动力嵌入在宏观经济社会结构变动,地方利益诉求与职能转变以及文化认同、文化权益保障与文化产业发展的制度化推动的框架之中。文化管理体制改革虽然面临着诸多现实困境,但已逐渐形成大文化管理的格局,并有效促进了国家文化治理体系优化与能力提升。In the process of advancing the modernization of the national governance system and governance capacity,the reform of the cultural management system has also been placed under the vision of theoretical development and practical exploration.Through combing of the existing literatures from 2013 to 2018,this paper finds that the theoretical meaning and target orientation of the cultural management system have changed.The dynamics of its reform are embedded in the framework of changes of macroeconomic and social structure,local interest appeal and functional transformation,as well as the institutionalized promotion of cultural identity,protection of cultural rights and interests and the development of cultural industry.Although the cultural management system reform is facing many practical difficulties,it has gradually formed a pattern of largescale cultural management,which effectively promoted the optimization and capacity improvement of the national cultural governance system.
