摘　　要："两规合一"是上海市在规划管理和编制上的创新。本文通过解析"两规合一"的内涵,研究其对乡镇总规编制的影响,并结合漕泾镇总规编制如何融于"两规合一"思想及其管制要求,分析漕泾镇总规的优点与缺点,总结在"两规合一"理念下漕泾镇总规编制对其他乡镇总规编制的启示及编制策略。The coordination of urban plan and land use plan is the innovation of planning management and compilation in Shanghai. This paper analyzes the connotation of the coordination of urban plan and land use plan and its influence on the general planning of towns, and how to integrate the general planning of Caojing town into the thought and regulatory requirements for the coordination of urban plan and land use plan. Then it analyzes the advantages and disadvantages of the general planning of Caojing Town, and summarizes the enlightenment and preparation strategies of the general planning of Caojing town to other towns under the concept of the coordination of urban plan and land use plan.
