突发公共卫生事件档案馆建设模式探析——以新冠肺炎疫情档案馆为例

摘　　要：突发公共卫生事件档案馆应具备"记录-纪念-记忆"三位一体的社会功能,建成个人与社会的"记录馆"、"纪念馆"和"记忆馆"。基于该功能定位,新冠肺炎疫情档案馆应以国家综合档案馆、企事业单位档案机构和社群档案馆等多方主体共同参与的联动模式,建成全国联动的专题数字档案馆,以完善突发公共卫生事件记忆库。此外,还需要社会治理理念的指导、馆藏资源的保障、信息技术的支持等多种实现条件。The Public Health Emergency Archives should be record storages,memorial halls and memory museums with the social functions of recording,commemorating and remembering.Based on it,the multiagent interconnected construction model of COVID-19 Archives is proposed.The national archives,archives of enterprises and institutions,community archives and etc.should all take part in the construction process.As expected,the COVID-19 Epidemic Situation Archives would be built into nationwide interconnected thematic digital archives,so the whole memory of the COVID-19 epidemic situation could be preserved.In addition,multiple realization conditions are also needed,which are the guidance of the social governance concept,the guarantee of the collection resources,the support of the information technology,etc.
