摘　　要：海岸带规划是国土空间规划体系下的专项规划,陆海统筹是海岸带规划的核心理念。文章梳理了海岸带以及海岸带规划目前存在的一些问题,提出构建陆海统筹的海岸带国土空间规划的基本构想,分析陆海统筹的海岸带国土空间规划可行性和必要性,并构建了实现路径。结果表明:从必要性来看,是规划自身需要也是时代产物;从可行性来看,既有理论支撑,又有政策支持。研究结论:构建海岸带国土空间规划要明确规划的理论依据,依据土地和海洋适宜性评价建立海岸带"三区三线",并且要完善规划管理制度。The coastal zone planning now has some problems and to solve these problems the basic concept of coastal zone territorial spatial planning is put forward considering its feasibility and necessity and the realization path. The method of comprehensive analysis is applied. The results show that:At present, China′ s coastal zone planning has some problems, such as inadequate land-sea interface, low efficiency of coastline utilization and complex power system. From the point of view of necessity, the construction of coastal zone territorial spatial planning is not only the need of planning itself, but also the product of the times;from the point of view of feasibility, it has both theoretical support and policy support. To construct coastal zone territorial spatial planning, it is necessary to clarify the theoretical basis of planning, establish coastal zone "three zones and three lines" based on land and marine suitability evaluation, and improve the planning management system.
