黑龙江省农村生态环境治理地方政府角色探析

摘　　要：农村生态环境的不断恶化,把政府推向了农村生态环境治理的前台,政府在农村生态环境治理中的角色为官方和学界所关注。基于政府治理理论的视角,分析黑龙江省地方政府在农村生态环境治理中的角色误区,探讨矫正地方政府角色误区的有效措施。明确地方政府治理权责边界,建立农村生态责任追究制度,鼓励社会力量参与治理,以实现黑龙江省农村生态环境的良好治理。The continuous deterioration of rural ecological environment has pushed the government to the front stage of rural ecological environment governance, and the role of the government in rural ecological environment governance has attracted the attention of the official and academic circles. Based on the theory of government governance, this paper analyzes the role errors of local government in rural ecological environment governance in Heilongjiang Province, and discusses the effective measures to correct the errors. In order to realize the good governance of the rural ecological environment in Heilongjiang, we should make clear the boundary of the power and responsibility of the local government, establish the system of investigating the rural ecological responsibility, and encourage the social forces to participate in the governance.
