摘 要:电子化交易已经成为现有公共资源交易的主流形式,交易双方通过载有CA数字证书和电子印章的UKEY,即可实现交易的全程网办。由于各地在建设中缺乏统一规划,导致各地交易系统中的UKEY介质、数字证书和电子印章无法互认,使得市场主体需要重复购买多个介质、证书和印章,大大增加了其运营成本。笔者通过对现有应用模式进行梳理,分析了UKEY、数字证书和印章进行互认的需求和挑战,并在此基础上设计了互认系统,开创性提出了“无驱+黑盒”技术手段,解决了不同UKEY、数字证书及印章互认的技术难点和建设重点,为实现行业内市场主体跨平台、跨部门、跨区域交易提供了重要的参考价值。Nowadays E-transaction has become a main form of public resource transaction,where both parties in transactions can handle the whole process online through USB KEY with CA digital certificates and electronic seals.Due to the system construction are different from place to place,USB KEY media,digital certificates and electronic seals can’t be used well in different transaction systems,so that market subjects need to buy many media,certificates and seals,greatly raising their costs.This paper analyzes the needs and challenges of realizing mutual recognition among USB KEY,digital certificates and seals by sorting out existing application modes,designs mutual recognition systems,and proposes“no-drive+black-box”technical measures innovatively to solve the technical difficulties and key points of construction for the mutual recognition of different USB KEY,digital certificates and seals and offer important reference value for achieving transactions across different platforms,departments and regions by the market subject in the industry.
