摘 要:[目的]分析我国医药制造业创新效率情况,探索创新效率的优化策略。[方法]采用2007-2016年《中国高技术产业统计年鉴》全国医药制造业数据,利用Deap 2.1软件对基于数据包络分析模型的Malmquist指数及其分解指数分析我国医药制造业的技术创新效率。[结果]以三大区域为决策单元,全要素生产率指数都大于1。以省(区、市)为决策单元全要素生产率指数大于1的有11个省(区、市);技术进步指数除了青海和甘肃,其他的省(区、市)的值都大于1。[结论]2007-2016年我国医药制造创新能力逐步提升,技术进步是推动其提升的主要原因,但大部分省(区、市)创新效率都有退步的趋势,31个省(区、市)之间技术创新效率也有很大的差异。Objective The purpose is to analyze the innovation efficiency of Chinese pharmaceutical manufacturing industry,explore the optimization strategy of innovation efficiency.Methods It adopted nationwide pharmaceutical manufacturing industry data of“China High Technology Industry Statistical Yearbook”from 2007 to 2016.It analyzed the data by deap2.1 software based on DEA-Malmquist index and its factorization index,studied technical innovation efficiency of Chinese pharmaceutical manufacturing industry(When the exponent is bigger or less than 1,the efficiency increases or decreases).Results Took three regions as the decision-making unit,the total factor productivity index was all bigger than 1.There were 11 provinces(districts and cities)which decision-making unit total factor productivity index was bigger than 1.The index of technological progress was bigger than 1 in other provinces except Qinghai and Gansu.Conclusions From 2007 to 2016,the technological innovation ability of Chinese pharmaceutical manufacturing industry has been gradually improved,technological improvement is primary cause.But the innovation efficiency of most provinces(districts and cities)has a trend of retrogression,and there are also great differences in technological innovation efficiency among 31 provinces(districts and cities).
