从负面清单管理模式看高校行政效能监察治理——高校行政效能建设的困境、出路与对策

摘　　要：切实提升国内高校教育行政效能已迫在眉睫,但受困于科学有效的教育行政效能评测工具或量表尚未开发成功,国内高校教育行政效能建设特别是高校行政效能监察治理仍存在亟待补齐的短板。本文引入负面清单管理模式重新审视国内高校行政效能监察治理现状,认为要提升我国高校教育行政效能就必须做到:1)尽快建立完善高校教育行政监察负面清单机制,进一步明确“三单”(即:权力清单、负面清单、责任清单);2)尽快构建起科学高效的教育行政管理大数据共享平台,打通高校教育资源的各种孤立的端口,确保高校教育行政部门的高效运行;3)全面推行并落实问责制度,继续严要求高标准做好做实高校行政效能监察治理。Though the educational administrative efficiency of Chinese institutions of higher education needs promoting urgently,there still exist many problems to be remedied about China's higher educational institution's administrative efficiency supervision and governance due to the fact that there have been no measuring tools or scales of high-quality and validity for the assessment of the educational administrative efficiency up till now.With the introduction of the Negative List Management Mode,this paper offers a new probe into the current situations of China's higher educational institution's administrative efficiency supervision and governance,which contributed to this conclusion that to promote China's higher educational institution's educational institution's administrative efficiency,the following measures should be taken accordingly:1).The Negative List Mechanism(the N.L.M.)should be established as quickly as possible with three clear lists,namely,the Power List,the Negative List and the List of responsibilities;2)To get a better and smoother access to all the educational resources and information within the China's universities and colleges,a new massive data sharing platform should also be set up to ensure the possibility of the educational administrative management with high efficiency;3)Carry out the Administrative Accountability System out and out to guarantee the effectiveness of China's higher educational institution's administrative efficiency supervision and governance.
