摘 要:在水利改革发展总基调及水土保持工作总思路的指导下,围绕人为水土流失遥感监管的重点工作,结合"保障数据统一规范、促进信息全面共享、提高监管工作质效"等核心问题与需求,研究建立了具备"监管流程全覆盖、组织模式全融入、信息上下全贯通、图斑变化全闭环"的信息化协同监管技术模式与体系。该模式高效、科学地支撑了2019年水利部组织的全国生产建设项目水土保持遥感监管工作,为创新监管方式、形成各级水土保持监管合力、提高水土保持监管能力现代化提供了技术抓手。Under the guidance of general keynote of water reform and development and the general thought of soil and water conservation,focus on the key tasks of remote sensing supervision of artificial soil and water loss and aiming at the core issues and demand of"ensuring data standardization,promoting the full sharing of information and improving the quality and effectiveness of supervision and management",it studied and established an information technology model and system of collaborative supervision with the functions of "full coverage of regulatory process,fully integrated organizational model,from top to bottom information flows and fully closed loop of polygon variation". The model had efficiently and scientifically supported the soil and water conservation remote sensing supervision of national production and construction project organized by the Ministry of Water Resources in 2019 and provided a technical gripper for the innovation of supervision methods,forming a joint force of soil and water conservation supervision at all levels and improving the modernization of regulatory capacity of soil and water conservation.
