摘　　要：农村派出所参与交通安全管理是公安部交管局近年来一直主推的一项工作,其目的在于化解农村道路交通安全管理体系力量建设的薄弱环节。派出所民警参与意识与能力是推进该项工作的关键。利用派出所民警交通安全管理培训会,进行了问卷调查与个别访谈,结果表明:派出所参与交通安全管理的改革正在推进;派出所民警的素质与交通安全管理之间存在差异;派出所民警赞成该项改革的倾向性态度并不明显。公安机关需要在理顺机制、加强保障、改变民警意愿与能力上继续努力,以推进改革的顺利进行。In recent years,rural police stations’ participation in traffic safety management has become a reform initiated by the Traffic Management Bureau of the Ministry of Public Security for resolving the weak links in the management system construction for rural road traffic safety.The key to advancing this work depends on the awareness and ability of police officers in rural police stations.During a traffic safety management session held for officers from police stations,we made questionnaire surveys and individual interviews.The results reveal that,although rural police stations’ participation in traffic safety management is advancing,there is a gap between rural police officers’ qualities and the requirements of traffic safety management and the police officers in rural police stations haven’t shown obvious tendency to support the reform.In order to promote the smooth progress of the reform,public security organs need to continue the efforts to rationalize the mechanism,strengthen the guarantee,and change police officers’ willingness and ability.
