大数据背景下对贵州省毒品情报信息工作体系的思考  

Some Thoughts about the Work System of Anti-drug Intelligence Information in Guizhou against Big Data Background

摘　　要：禁毒情报信息工作体系有主体、工具、对象、制度四个基本要素,应在把握四要素的基础上,对禁毒情报工作体系进行全面构建。当前贵州省禁毒情报信息工作不能完全适应禁毒斗争形势的需要,存在情报专门人员和信息化工具设备不足等问题。为改变现状,应建立省、州(市)、县三级公安机关禁毒情报信息工作体系。即省厅一级建立大情报数据中心,为全省提供信息技术平台支撑,州(市)、县两级实现扁平化管理,州(市)级着力打造成为全州(市)情报指挥中心,重点开展情报线索的全区流转,县局将机关警力充实到派出所,重点加强地面综合情况、人力情报、阵地控制等专项情报信息工作,以形成三级分工、上下联通、触角广泛、优势互补的情报信息工作体系。The work system of anti-drug intelligence information consists of four basic elements:subject,tool,object and institution,and to build a comprehensive work system should be based on the above elements.At present,owing to the shortage of intelligence personnel and insufficient informatization tools,the work of anti-drug intelligence information in Guizhou province cannot fully adapt to the situation of anti-drug campaigns.In order to change the status quo,the public security organs at three different levels (province,prefecture or city,and county) shall build work systems of anti-drug intelligence information.That is,the public security department of the province is responsible for building a big data-based intelligence center for providing information technology platform support for the province;the public security organs at prefecture (or city) and county levels carry out flat management,and the prefectures or cities shall make efforts to build intelligence command centers in charge of circulation of information clues in the regions;the county-level public security bureaus shall distribute more police officers to local police stations for strengthening special intelligence work related to comprehensive ground conditions,human intelligence,position control,etc.In this way,the work systems of intelligence information featured by a three-level division of labor,linkage between different-level departments,wide-ranging and complementing each other with advantages take shape.
