摘 要:支付制度对服务提供者的行为产生深远影响。如果支付方式能够合理地响应服务提供者的付出,可以对提供方产生正向激励;反之,支付方式将扭曲提供方的服务行为。本文在回顾长期护理险支付制度国际经验的基础上,提出用"相对值"测量护理服务提供者付出的方法。在此基础上,分析了基于护理服务的"相对价值表"建立长期护理险支付体系的途径,为决策者建立完善我国长期护理险相关制度提供参考。Payment system has a far-reaching impact on the behaviors of medical service providers. If payment mode reflects service providers’ efforts reasonably, it can create incentives for them, otherwise payment mode will distort the providers’ service behaviors. Based on reviewing international experiences of long-term care insurance payment system, this paper proposes a method to measure the payment of nursing service providers by relative value. On this basis, this paper analyzes the feasibility to establish a payment system of long-term care insurance by relative value table of nursing service, and provides reference for decision-makers to establish and perfect the system of long-term care insurance in China.
