重大突发公共危机事件中政府信息发布对公众心理的影响--基于COVID-19疫情的数据分析

摘　　要：政府信息发布对公众心理具有至关重要的影响。本文以危机沟通理论为基础,基于来自全国32个省域252个地市共1717份调查问卷,从政府信息质量的公众感知、公众媒体信息选择偏好、公众恐慌心理及抗疫信心三个维度,对当前公共危机事件中政府信息发布对公众心理影响的情况进行实证分析。研究结果表明:(1)政府媒体是公众第一信息来源和最信任的媒体,具有"公有"组织特征的发布主体和媒体是公众最信任的,手机是公众获取信息的第一工具;(2)政府信息的发布质量、公众对政府信息的资源感知质量、公众个体对疫情关注程度及关注核心,都显著影响公众恐慌和抗疫信心;(3)公众所关注的意见领袖对公众恐慌的抑制作用最为显著。根据以上分析,本文围绕政府信息发布战略、策略的制定,意见领袖的选择与运用,人工智能大数据等现代科技手段与政府功能嫁接等方面提出相关政策建议。The release of government information has a crucial influence on public psychology.This article,based on crisis communication theory and 1717 questionnaires from 252 cities in 32 provinces across the country,conducts an empirical analysis of the influence of the release of government information on public psychology during the current public crisis from the three dimensions of public perception of the quality of government information,public preference for media information as well as public panic and confidence in the fight against COVID-19.The results show that:(1)Government media is the first source of information and the most trusted media for the public while“public”agencies and media are trusted most by the public and the mobile phone is the public’s first choice for obtaining information;(2)The quality of the release of government information,the quality of public perception of government information,and the degree of public concern about the pandemic as well as the core of concern all significantly affect public panic and confidence in the fight against the epidemic;(3)The opinion leaders followed by the public have the most significant controlling effect on public panic.Based on the above analysis,this article puts forward relevant policy suggestions on developing strategies and tactics of government information release,selecting and using opinion leaders,and combining modern scientific and technological tools such as artificial intelligence and big data with government functions.
