摘　　要：权责清单制度是中国政府职责体系构建过程中的一项创新性制度安排。它由五级政府的权责清单构成,反映并影响着纵向间府际关系的调整。由于缺乏统一标准,各地方政府在权责清单构建过程中倾向于“分层执行、纵向拼接”而非“分工合作、集中整合”。这种碎片化趋势,限制了中央的整合能力,弱化了权责清单制度纵向职责调适的功能。权责清单制度的进一步发展,要以构建政府职责体系为核心,从权责梳理、职责配置、制度执行的过程中寻找突破口。总体上,应当充分发挥党中央、国务院和各级人大常委会的作用,灵活运用政治、立法和行政手段,更好地实现制度的有效整合;要积极尝试在纵向政府间形成伙伴关系,探索更为具体的职责层次划分方式,发挥好多层级政府的结构优势。在此基础上,还应持续改进政务服务,为政府职责体系的构建创造良好的环境与条件。The power and responsibility list system is an innovative institutional arrangement in the course of establishing the governmental responsibility system.It includes the list of powers and responsibilities of five levels of government,which reflects and influences the adjustment of the vertical intergovernmental relations.Due to the lack of national unified standards,local governments at all levels tend to“implement-in-layers and vertically-join-together”rather than“cooperate-in-divided-reponsibilities and integrate-collectively”in the process of establishing the list of powers and responsibilities.This fragmentation trend restricts the integration ability of the central government and weakens the function of adjusting vertical responsibilities in the list system.The further ajustment of the power and responsibility list system should take establishing the governmental responsibility system as the core,and pursue a breakthrough in organizing the powers and responsibilities,re-allocating the responsibilities and advancing the system.As a whole,we should adhere to the role of the central government and the Standing Committee of the People's Congress at all levels,adaptably utilize political,legislative and administrative means,and better realize the effective integration of government intitutions.Concomitantly,we should also actively attempt to orchestrate partnerships between vertical levels of government,pursue more specific classifications of responsibilities,and utilize structural advantages of multi-level government.Furthermore,we should continuously improve government services and develop a positive atmosphere as well as conditions for establishing the governmental responsibility system.
