中国政府职责体系建设路径探析

摘　　要：政府职责体系建设从“同构”向“重构”的路径转换,是中国改革实践行至当前的必然要求,是促进政府全面发展的应有之义。“职责同构”具有提高政策执行效率,稳定统治秩序,体现政府政治弹性等体制机制优势。当前政府职责体系构建意在“重构”,以夯实党内归口管理强化政府责任落实,以“放管服”改革厘清政府职责边界,以数字政府建设优化改革路径等。从改革实践来看,以财政体制改革为核心的中央事权正逐步形成,属地“以责履职”得到强化,中小城市成为职责体系改革的“夹心层”,基层治理的“异构”特征开始显现。总体上讲,当前政府职责体系建设的任务仍具有长期性和艰巨性,需更多关注政府职责体系与权责清单制度的关系,城市化进程中政府的特殊性职责,职责体系构建的整体性、有机性及建设路径整合等问题。The transformation of the government responsibility system from“isomorphism”to“reconstruction”is the inevitable requirement of China's reform practice and necessary for promoting comprhensive government development.It is undeniable that the“isomorphism of responsibilities”has been kept for so long a time in China,due to institutional advantages such as improving the efficiency of policy implementation,strengthening the overall leadership of the Party,and exhibiting the political flexibility of the government system.Current governmental reforms have focused on establishing the framework of the responsibility system,including measures such as:to consolidate the centralized management within the party and strengthen the implementation of government responsibility;to clarify the boundaries of government responsibilities in the reform of management and services;and to optimize the reform path with the building of digital government.From the perspective of reform practices,the special responsibility of central goverment has been crystalizing in the financial system reform process,while the local government has been assigned to various residence management tasks.Under such kind of situation,the governments of small and medium-sized cities have found themselves in a“sandwiched”position in terms of responsibilities.As a result,local governance is becoming“heterogeneous”with respect to responsibility.Comprehensively,it is still a long-term and arduous task to establish the current government responsibility system.Therefore,additional attention should be concentrated on issues such as:the relationship between the government responsibility system and the list of powers and responsibilities;the special government responsibilities in urbanization;the integrity of the construction of the responsibility system;and the integration of its construction paths.
