摘　　要：基于过去40年对香港贫穷状况的研究,文章论述了香港市民对贫穷的看法以及他们对穷人的态度。文章讨论了三种量度和计算贫穷的方法,探讨了贫穷的不同定义。在论述穷人的主体之后,分析了造成贫穷的原因,并提出了应对贫穷的有关策略。香港特别行政区应关爱贫穷人士,保障居民享受社会福利的权利。Based on my research on the poverty situation in Hong Kong over the past 40 years, this article aims to give an overview of the changing perceptions of poverty among the people in Hong Kong,as well as their attitudes towards the poor. It begins with a discussion of the three methods in measuring poverty, followed by an examination of the ways in which poverty is defined. The second part of this article focuses on three questions on poverty: Who are the poor? What are the causes of poverty? Strategies to tackle poverty? This article concludes with the advocacy of creating caring society that protects the rights of the people in Hong Kong SAR to enjoy social welfare.
