列宁关于工农检查院改组的思考及启示

摘　　要：列宁晚年从彻底打碎旧的国家机器、建立名副其实的人民政权,以此为政治保证在苏联一国建设和发展社会主义,对工农检查院改组和建设问题进行了深邃思考。围绕“建设什么样的工农检查院、怎样建设工农检查院”这一根本问题提出了一系列具有内在逻辑关联的思想观点,即提高工农检查院的权威和地位、实现工农检查院和中央监察委员会合并、明确监察事项和监督程序、加强工农检查院队伍建设。系统研究和把握列宁关于工农检查院改组的丰富思想,对于新时代健全和完善党和国家监督治理体系,以此为基础推进国家监督治理能力现代化建设、提高党自我革命能力、开展具有许多新的历史特点的伟大斗争并在斗争中巩固和发展中国特色社会主义具有重要启示。From the perspective of thoroughly smashing old state machine and establishing people’s own regime,as a political guarantee to construct and develop socialism in Soviet Union,Lenin profound thought the reorganization and construction of the inspection institute of workers and peasants in his later years.Around the fundamental problem of“what kind and how to build inspection institute of workers and peasants”,Lenin put forward a series of idea which had intrinsic logic relation.The ideas include that improve the authority and status of the inspection institute of workers and peasants,realize the emergence of the inspection institute and the CPSU’s central supervisory commission,make the supervision matters and supervision procedures clear,strengthen the team construction of inspection institute of workers and peasants.It is important significance for system study and grasp Lenin’s thoughts of the reorganization of the inspection institute of workers and peasants,which promotes the modernization of national supervisory management ability,improve the CCP’s ability of self revolution,carry out a great struggle with many new historical characteristic and consolidate and develop socialism with Chinese characteristics in the great struggle based on the improve and perfect of the supervision and administration system of the party and the state in new era.
