摘　　要：饲草既是"山水林田湖草"生命共同体的有机组成部分,也是畜牧业发展的重要物质基础。新世纪以来,我国饲草供需两旺,形成良好的发展态势,但生产能力不强、国际竞争力弱等问题突出,需要按照农业供给侧结构性改革的要求和部署,统筹谋划推进高质量发展。本文总结了我国饲草供需总体情况和2019年形势,分析了产业发展前景,提出了提高思想认识、强化政策评价、发挥智库作用、加强顶层设计等促进饲草产业高质量发展的对策建议。Forage is not only an organic part of the life community of mountain,river,forest,farmland,lake and grass,but also an important material basis for the development of animal husbandry. Since the new century,China’s forage supply and demand have both flourished,which has formed a good development trend. But there are some outstanding problems such as the production capacity is not strong and the international competitiveness is weak. Therefore,we should plan to promote high-quality development in accordance with the requirements and deployment of agricultural supply-side structural reform. In this paper,the general situation and trend of forage supply-demand in China in 2019 were summarized and the prospect of industrial development was analyzed. Suggestions to promote the high-quality development of forage industry were put forward,which include increasing the awareness of forage industry,strengthening policy evaluation,making use of the functions of think tank,and strengthening the top design.
