摘　　要：2018年,《环境影响评价技术导则生态影响》(HJ 19—2011)修订工作启动。在对现行导则实施过程中存在的主要问题进行剖析的基础上,结合国家最新环境保护政策和管理要求,阐述了生态影响导则修订的背景和必要性,从强化建设方案比选论证、明确生态影响识别的要求和内容、规范评价工作分级和不同评价等级的工作要求、完善生态影响评价内容、细化生态保护措施和要求、规范图件等主要方面提出修订建议,以便进一步提高生态影响评价的科学性和可操作性,对建设项目的生态影响评价工作发挥更好的指导作用。In 2018, the Technical Guidelines for Environmental Impact Assessment-Ecological Impact(HJ 19—2011)began to be revised. Based on the main problems which fed back from the old version, combining the latest environmental policy and management requirements, this paper expounds the background and the necessity of the guide of ecological impacts revised, and from the main aspects such as strengthening construction scheme comparison, specific requirements and contents of the ecological impact identification, classification and evaluation of different specifications and evaluation level of job requirements, improving the ecological impact assessment content, refining the ecological protection measures and requirements, standard maps,revision suggestions are put forward,so as to further improve the ecological impact assessment of the scientific nature and operability, and play a better role in guiding construction projects.
