摘 要:基于现行生态导则中生态评价方法在环评实践中的适用性问题,分析了国外生态影响评价的相关指南或导则以及在生态影响评价领域广泛应用的评价技术方法,并结合其在环评中的适用性及我国《环境影响评价技术导则生态影响》修订的要求与特点,提出在生态导则修订中可借鉴国外生境评价方法,建议增加生境适宜度评价法作为生态影响评价推荐方法,以完善生态导则以生态环境质量为核心的生态影响评价方法和评价指标,提高评价方法的科学性和影响预测的可靠性。Based on the applicability of ecological assessment methods in the practice of environmental assessment in the current ecological guidelines, this paper analyzes the situation of relevant foreign guidelines for ecological impact assessment and the evaluation technology methods widely used in the field of ecological impact assessment. Combined with the applicability of these methods in EIA and the requirements of the revision of Technical Guidelines for Environmental Impact Assessment-Ecological Impact. it is proposed that foreign habitat assessment methods can be used in the revision of the ecological guidelines, and it is suggested to increase the habitat suitability assessment method as a recommended method for ecological impact assessment, improve the ecological impact assessment method with ecological environment quality as the core, and improve the scientific nature of evaluation methods and the reliability of impact prediction.
