摘　　要：总结了国内外规划环评有效性研究的相关成果,以国内规划环评的实践为背景,从制度角度和实践角度进行研究,提出评价中的规划视角以及规划环评的价值范式这一评价标准,提出了由程序有效性、实质有效性、成本有效性、价值范式构成的有效性分析框架,并对于4个评价标准的内涵和指标进行了进一步的细化,形成12项指标,结合部分环评和规划领域专家的访谈,对每项指标进行了具体阐释,形成了规划环评有效性的定性评价标准。This paper summarizes the relevant research results on the effectiveness of planning environmental impact assessment. Based on the practice of planning environmental impact assessment in China, this paper studies it from the perspective of system and practice, and puts forward the plan view and evaluation criterion of the value paradigm. On this basis, it further puts forward the evaluation criterion of procedural effectiveness, substantive effectiveness, cost effectiveness and value paradigm, and the connotation and indicators of the four evaluation criteria are further refined to form 12 indicators. Combined with interviews with experts in the field of environmental impact assessment and planning, each indicator is explained concretely, and the overall evaluation criteria of the effectiveness of planning environmental impact assessment are formed.
