摘 要:近年来,"共保体"模式被学界认为是解决我国农业保险市场竞争问题的有效方法,但实际实施效果如何仍有待实证检验。论文基于2001~2017年浙江省与30个控制组省份的年度农业经济数据和农业保险数据,运用合成控制法从保费收入、保险深度和保险密度三个角度对"共保体"模式的实施效果进行评估。结果发现,"共保体"模式并没有显著加快浙江省农业保险的发展速度。这意味着"共保体"模式不能有效化解我国农业保险市场竞争所存在的"过度竞争"等问题,所以政府不能过度依赖于"共保体"这种依靠行政干预限制市场竞争的手段,应积极探索完善的农业保险市场准入办法来实现农业保险高质量发展。In recent years,the"co-insurance system"model has been regarded as an effective method to solve the competition problem in China’s agricultural insurance market theoretically,but its actual implementation effect remains to be empirically tested.Based on the annual agricultural economic data and agricultural insurance data of Zhejiang Province and 30 control group provinces from 2001 to 2017,this paper evaluates the implementation effect of the"co-insurance"model from three perspectives of premium income,insurance depth and insurance density by using the composite control method.The results show that the"co-insurance"model does not significantly improve the development speed of agricultural insurance in Zhejiang Province.This means that the"co-insurance"model can’t effectively solve the"excessive competition"and other problems existing in the competition of China’s agricultural insurance market.Therefore,the government should not over rely on the"co-insurance"as a method for administrative intervention to limit market competition.Besides,government should actively explore and improve the market access methods of agricultural insurance to achieve high-quality development of agricultural insurance.
