摘　　要：对于每个国家而言,完善科学的健康保障体系是为公民提供有力保障的基础。健全健康的保障制度不但关乎公民生活,亦关乎国家整体规划。通过对国外健康保障体系现状和发展经验、我国健康保障制度发展和国内发展中存在的问题进行分析,探讨出政府与市场结合;健全健康理念,实现从医疗保障转变为健康保障;完善涵盖国民的公共卫生体系;创建重点群体健康保障制度等针对性的解决方案,以增加公民健康福祉。For each country,improving the scientific health protection system is the basis for providing strong protection for citizens.A sound health guarantee system is not only about civic life,but also about the overall planning of the country.It adopts the current status and development experience of foreign health protection systems,analyzes the development process of China’s health protection system and the problems existing in domestic development,and explores the combination of government and market;perfects the concept of health and realizes the transformation from medical security to health protection;perfects national public health system;creates targeted solutions such as key group health protection systems to increase citizens’health and well-being.
